
Kincardine council received an overview of the condition and performance of municipal buildings to help them navigate priorities for future capital projects.
BM Ross Senior Project Manager Ken Logtenberg presented the firm’s findings with council on Wednesday, showing that based on performance scores, most of the 15 buildings assessed were in good condition.
“When we look at the components within the building, we try to help explain how we might prioritize or how we might think about what things should be repaired first within the facilities.”
Buildings were assessed based on three criteria: performance grade, probability of failure, and consequences of failure, and then given a score based on those categories.
Logtenberg said that as per O.Reg 588/17, municipalities are required to include facilities within their asset management plan, and that the purpose of the review was to help identify facility repair needs and to provide information for the asset management plan. He added that the information may also be helpful with trying to determine long-term planning decisions.
Anything with a score over 95% was considered good condition, buildings that had scores of 90-95% were fair condition, and anything with a score under 90% was deemed poor condition.
Logtenberg explained, “You can have a building that might need the roof replaced, a fairly expensive component, but the rest of the building is in good condition, so it can have quite an impact of the score sometimes.”
Five of the 15 buildings that were inspected were listed as “poor” condition: the Lawn Bowling building (77.3%), the Rotary Park washrooms(89.1%), Tiverton Arena (86%), Tiverton Library (75.5%), and the Victoria Park Gazebo (75.4%).
The total cost to address immediate concerns for the five facilities with the lowest scores would have an estimated cost of $2,352,000.
The total cost to repair all of the needs of the 15 facilities studied would have an estimated price tag of $5,305,000.
Some of the buildings outlined within the facility review already have planned work that were discussed during this year’s budget discussions, in addition to a complete renovation of Victoria Park, so the issues detailed in the building review already have plans to be addressed.
