Grey County Committee of the Whole has voted in favour of awarding a $3.7 million contract to Owen Sound based JP Commercial Contractors for the 14th Street Supportive Housing project.
Once county council officially grants approval at its next meeting, the company will be tasked with renovating the existing 15,500 square foot building at 396 14th Street in Owen Sound into 12 supportive housing units.
The facility is part of the effort to address the need for supportive housing in Grey County.
A staff report to County councillors says the property will provide safe and stable housing and on-site supports to individuals who are on the ‘Grey County By Name List’ who are experiencing homelessness. The County says its list currently has 120 individuals requiring housing and supports.
Staff say, “This supportive housing project is key in providing individuals the opportunity to move to a supported living environment to learn skills, engage in community supports and develop relationships. These supports are imperative to a future successful independent tenancy.”
Each unit would have its own bathroom and kitchenette complete with a stove, fridge and microwave. Three units will be barrier free for accessibility and the remaining others will have accessibility features. Staff say furniture will be low maintenance and durable. Beds will transition out of the facility with their owners. Internet access will be supplied. Each unit will be able to control its own heat and cold.
There will also be a common area, offices, and a larger room for various programming.
The County bought the property in January for $1.2 million. It released a request for proposals on June 28, 2022, closing on July 26th.
The staff report says financing for the project will come from a number of sources including the Social Services Relief Fund, Canada-Ontario Community Housing Initiatives, the Co Investment Contribution Fund through the Canada Mortgage and Housing Corporation, the Affordable Housing Fund and what’s remaining will be financed through an external or internal debenture.
The plan is to begin construction this month. County staff say they continue to work with Owen Sound City staff towards site plan approval.
The project must be substantially complete by March 31, 2023, in order to qualify for its provincial funding agreement.
